But Trump's activities prior to and in the aftermath of Comey's firing in May 2017 - in particular his linking of the firing to the Russian Federation investigation - helped spur the investigation's counterintelligence aspect, the Times reported.

In this image released by ABC News, former Federal Bureau of Investigation director James Comey appears at an interview with George Stephanopoulos set to air during a prime time "20/20" special on April 15, 2018 on the ABC Television Network.

It was a tense time.

The White House press secretary Sarah Huckabee Sanders responded to a damaging report from the New York Times with a scathing statement released Friday.

The Times reports that FBI agents and some top officials became suspicious of Trump's ties to Russian Federation during the 2016 presidential campaign but didn't launch an investigation at that time because they weren't sure how to approach such a sensitive and important probe, according to the sources.

"Agents and senior F.B.I. officials had grown suspicious of Mr. Trump's ties to Russian Federation during the 2016 campaign but held off on opening an investigation into him, the people said, in part because they were uncertain how to proceed with an inquiry of such sensitivity and magnitude".

Special counsel Robert Mueller took over the inquiry upon his appointment May 17, 2017, just over a week after Trump fired Comey.

Counterintelligence investigators were reportedly considering whether Trump's actions constituted a national security threat, an extraordinary line of inquiry against a sitting U.S. president.

"As far as we're concerned, everything is over", Rudolph W. Giuliani, one of Mr. Trump's attorneys and a former New York City mayor, told Reuters on Wednesday.

They were also motivated by his reported statements during a May White House meeting with visiting Russian officials that he had fired Comey because "he was insane, a real nut job". It is unclear if the report will be made public.

The newspaper said it's not clear whether Mueller is still looking into that matter. NBC News reported that Deputy Attorney General Rod Rosenstein plans to step down after Mueller completes the investigation and expects that he will be able to leave by March.

The bill's Republican sponsors don't believe that Trump will try to fire the special counsel.
