Willa had reached rare Category 5 status on Monday with winds near 160 miles per hour (260 kph) before it weakened.

The five boroughs will likely see between 1 and 2 inches of rain while the eastern end of Long Island and the New Jersey coast should prepare for "gale-force winds" over 40 miles per hour and some flooding, said Accuweather senior meteorologist Tom Kines.

Mexican authorities are rushing to evacuate low-lying areas and set up shelters as an "extremely dangerous" Hurricane Willa with winds of 145 miles per hour (230 kph) heads toward a Tuesday afternoon landfall along a stretch of Pacific coast dotted with high-rise resorts, surfing beaches, and fishing villages.

Willa came ashore about 50 miles southeast of Mazatlan, a resort city with high-rise hotels and about 500,000 people, many of them US and Canadian expatriates.

Willa weakened to a tropical storm early Wednesday as it ran into mountains, and is expected to be a rainmaker by the time it crosses the US-Mexico border. The hurricane centre said Willa was expected to rapidly weaken during the night.

No coastal watches or warnings were in effect. Authorities declined to comment on precautions that were taken at the prison, citing security concerns, but said the safety of inmates was a priority.

Speaking by telephone, Jose Garcia, a resident of the area hardest hit by Willa, said he had hunkered down with others in a hotel in Escuinapa waiting for the storm to pass, listening to buildings rattle as the storm drove onward. He and his son, who also works at the hotel, were staying on the job, though the rest of his family had left the area.

She said Kemp, who oversees elections, has made it harder for legal citizens to cast ballots. "It is comprised of those who are documented and undocumented".

"We bought supplies for the whole family - bottled water, unperishable food, things we can eat quickly", said Roberto Carlos, 45, as a light rain set in and wind started to sway the town's palm trees. Schools were closed and the streets almost empty.

The state government's Facebook page on Tuesday says all commercial activity there must close. "But not everyone wanted to leave, even though authorities made it clear that he who stays does so at his own peril".

Emergency officials said they evacuated more than 4,250 people in coastal towns and set up 58 shelters ahead of the risky Category 3 storm.

As Willa closed in, the beach in Mazatlan nearly disappeared, with waves slamming against the coastal boulevard under looming black clouds.

In the coastal city of Mazatlan, a major tourist hub, 182 people took refuge in the city's main convention centre which had been turned into a shelter. A decree of "extraordinary emergency" was issued for 19 municipalities in Nayarit and Sinaloa states, the federal Interior Department announced.

Forecasters said the hurricane could bring six to 12 inches (15 to 30cm) of rain - with up to 18in (45cm) in some places - to parts of Jalisco, Nayarit and Sinaloa states, with flash flooding and landslides possible in mountainous areas.

Farther south, 12 people died due to heavy rains from Tropical Storm Vicente, which formed off the southern coast of Guatemala last weekend and continues to move northwest.
