Turkish officials had previously said the Saudis were resisting a search of the consulate after learning that police meant to use Luminol, a forensic chemical which reveals bloodstains, even if they had been wiped clean.

After gathering information from the Turks and the joint team, "the feeling from the leadership was we needed an internal investigation to make sure we're getting the right story here", the official said.

The UK Foreign Secretary and his French and German counterparts went on to indicate their support for the joint efforts of Saudi Arabia and Turkey to determine what really happened.

Turkish sources have said they believe Khashoggi was killed inside the building and his body removed, allegations that Riyadh dismisses as baseless.

While Turkey and the kingdom differ on political issues, Saudi investments are a crucial lifeline for Ankara amid trouble with its national currency, the Turkish lira. Several prominent executives, including JP Morgan Chase CEO Jamie Dimon, canceled plans to attend a conference in Saudi Arabia later this month.

The withdrawal of Uber's Khosrowshahi from the event is particularly symbolic as the kingdom's vast Public Investment Fund (PIF) has invested $3.5 billion in the ride-hailing app.

The kingdom's Tadawul All-Shares Index (TASI) lost more than 500 points, diving by seven percent in the first two hours of trading Sunday, in panic selling reminiscent of the days after the global financial crisis in 2008.

Those policies are all seen as initiatives of the crown prince, who has also presided over a roundup of activists and businessmen.
