The hurricane is packing devastating winds as high as 150 miles per hour, and is the most powerful storm in recorded history for this part of the Florida coast.

Michael has now weakened to a tropical storm over south-central Georgia but is forecast to dump torrential rain over Florida, Alabama and Georgia, as well as the Carolinas and into Virginia.

Michael's minimum central pressure - a key measure of hurricane strength - was measured at 919 millibars when it made landfall. The storm, which has sustained winds of 60 mph, was about 25 miles east of Macon, Ga., the National Hurricane Center said in a 2 a.m. ET advisory.

A Red Cross official said it's possible that as many as 320,000 people on Florida's Gulf Coast did not evacuate and are likely riding out the storm. "Those who stick around to experience storm surge don't typically live to tell about it unfortunately".

Michael came ashore with winds just under a Category 5 storm. He said that first responders were working to clear downed power lines, poles and trees that have prevented them from reaching the structure where the child is.

"North Carolina is staring down another powerful hurricane less than a month (after) Hurricane Florence battered our state", Cooper said at a news conference, The News & Observer reported.

"This is total devastation", she told CNN.

"If you and your family made it through the storm safely, the worst thing you could do now is act foolishly", he said.

Much of the affected area is rural and known for small tourist cities, beaches and wildlife reserves, as well as the state capital, Tallahassee, home to about 190,000 people. That sort of timetable can make evacuations more hard to manage.

The National Weather Service office in Tallahassee issued a dramatic appeal for people to comply with evacuation orders.

Hours earlier, it made landfall in Florida as the strongest hurricane to hit the USA in almost 50 years and the third-strongest ever.

A man was killed by a tree that crashed into his home in Gadsden County, Florida on Wednesday, as Hurricane Michael plowed into Alabama and Georgia, leaving behind a path of destruction in the Panhandle.

Kirsten Fiscus, a journalist, was less than 25 miles (40 kilometres) away in Panama City when Michael's eye made landfall.

"This happened so quickly, we weren't exactly prepared", he said.

President Donald Trump declared a state of emergency for the entire state of Florida, freeing up federal assistance to supplement state and local disaster responses.

A year ago saw a string of catastrophic storms batter the western Atlantic - including Irma, Maria and Harvey, which caused a record-equalling US$125 billion in damage when it flooded the Houston metropolitan area.

Looking at the entire hurricane season, Michael had the strongest winds since 1992 and Hurricane Andrew.

Characterized by strong winds and heavy rainfall, the hurricane of 1930 caused severe damage to the Dominican Republic.
