Unprecedented action needed to curb global warming

The planet will begin to see the effects of climate change sooner ー and more broadly ー than experts originally thought, according to a landmark report by a United Nations commission of dozens of climate scientists released Monday. The report released by the Intergovernmental Panel On Climate Change (IPCC) has warned that there is a little over a decade left for global warming to be kept at a maximum of 1.5℃, beyond which even a half a degree increase will worsen climactic conditions across the globe and affect human health.

The review of thousands of scientific papers also said the spread of disease and economic damage and harm to yields of crops will be less severe at 1.5C than 2C, as will the extinction of species.

Meeting the 1.5C target would keep the global sea level rise 0.1 meter (3.9 inches) lower by 2100 than a 2C target, the report says.

The report further said that poverty is expected to increase with rise in global warming.

The coalition government will not renew or replace the Renewable Energy Target when it lapses in 2020.

Limiting global warming to 1.5°C reduces risk of rising ocean temperatures and salinity, thereby making marine ecosystems less vulnerable.

The report is set to lay out four scenarios that could result in Earth's average surface temperature stabilising at 1.5°C.

'Right now it's hard, but not impossible, to contain climate chaos, but the window of opportunity will close for good the longer we delay'. Similarly, at global warming of 1.5°C, 14.3 million livestock holder families in East Africa will be affected by the 30°C cattle production threshold, above which cattle productivity falls.

"Limiting warming to 1.5 degrees Celsius is possible within the laws of chemistry and physics", said Jim Skea, co-chair of the IPCC working group dealing with the mitigation of climate change.

The government has been urged to strengthen United Kingdom climate targets and action, to reduce the severity of climate impacts, ranging from extreme weather to rising seas.

Federal Environment Minister Melissa Price has argued some of the world's leading climate scientists are "drawing a long bow" in calling for an end to coal power in a bid to limit global warming.

'We also know that bold action to address climate change offers 26 trillion USA dollars [£20 trillion] in economic benefit across the global economy through to 2030.

"We know that emissions per capita were at their lowest level in 28 years, and emissions per capita in the year to March 2018 have fallen 36 per cent since 1990".

Several countries have advocated at the negotiations to implement the Paris Agreement that the goal should be shifted to keeping temperature rise below 1.5 degree Celsius.

The report is the main scientific guide for governments on how to implement the 2015 Paris Agreement, agreed by almost 200 nations, and will be debated at the Katowice Climate Change Conference in Poland in December.

The report laid out how the changes to climate, environment and human life would be less devastating and risky if the global temperature rise is contained at below 1.5 degree instead of 2 degree Celsius - the existing primary goal of the Paris Agreement.

Adam Bandt, the Greens climate spokesman, said the IPCC report showed it was "time to hit the climate emergency button", and that neither major party was prepared to take the necessary steps.

It warns the world is well off track to keep to the 1.5C limit.

If emissions continue at the current rate, temperatures will bust the Paris agreement limits by the year 2040.

Neither Premier Ford nor Mr. Kenney have yet said what policies they would employ to cut emissions, or whether they support Canada's objective of reducing greenhouse gas emissions by 30 per cent below 2005 levels by 2030 - a commitment made under the Paris accord.
