In a statement on Sunday, the paramilitary organization said it knows where the attack came from, and threatened the masterminds "will face a deadly and unforgettable vengeance in the near future".

Rouhani made the comments at a military parade Saturday commemorating the start of Iran's eight-year war with neighboring Iraq, which began back in 1980.

Journalists and onlookers turned to look toward the first shots, then the rows of marchers broke as soldiers and civilians sought cover under sustained gunfire.

Iranian armed forces members and civilians take shelter.

Islamic State said via Amaq, the news outlet linked to the group, that "Islamic State fighters attacked a gathering of Iranian forces" in Ahvaz.

A man wearing a baseball cap emblazoned with what appears to be a Revolutionary Guard logo discussed the impending attack in Farsi in the video.

"We stand with the Iranian people against the scourge of radical Islamic terrorism and express our sympathy to them at this bad time", State Department spokeswoman Heather Nauert said.

Suspects have reportedly been arrested and the country has declared Monday a national day of mourning.

Neither group provided evidence to show they were involved.

Patriotic Arab Democratic Movement in Ahwaz later rejected IRNA's report that it had claimed responsibility for the attack.

The United States was not the only country to delay its messages of condolences to Iran - notably, unlike many other nations, it does not have an ambassador in Tehran.

A French Frigate, as well as a Russian IL-20 plane, was operating in the region. They started their target run at a low altitude from the Mediterranean Sea.

She told CNN: "You've got a lot of rhetoric coming from Rouhani".

Meanwhile, Iran's supreme leader, Ayatollah Ali Khamenei, accused US-backed Gulf Arab states of carrying out the attack. But it is unlikely the IRGC will strike any of these foes directly. It also said that the attackers had ties to Israeli intelligence Mossad.

Who does Iran blame for the attack?

"The UAE's historical position against terrorism and violence is clear and Tehran's allegations are baseless".

Ghasemi also said Iran expected the Danish and Dutch governments to "hand over the perpetrators of this attack and anyone related to them to Iran for a fair trial".

Their funerals will be held on Monday.

A statement by ISIS that accompanied the video reveals that they thought 100 Iranian forces were "killed and injured".

Speaking before the funeral of the victims, he accused Israel and the USA of complicity in the attack on a military parade Saturday that wounded more than 60 people as well as claiming the known fatalities.

"A deadly and unforgettable revenge will be exacted... in the near future", it said. The province has a large ethnic Arab community, many of them Sunni, the Muslim denomination to which IS adheres and which is a minority in Shiite Iran.

Speaking at the funeral, Mr Alavi said intelligence ministry agents and other security personnel would catch all of those connected to the attack, adding that a majority were already in custody.

Funerals are taking place today after gunmen killed 25 people, including 12 members of Iran's elite Revolutionary guards, and wounded 60 at a parade in the southwestern Iranian city of Ahvaz.
