Rosenstein's Denial of NY Times Report Is 'Very Weak'

He also initiated discussions about invoking the 25th amendment, which details how the Cabinet can decide whether a president is no longer able to discharge the duties of the job, one of the McCabe memos said.

A Justice Department spokeswoman also provided a statement from a person who was present when Mr. Rosenstein proposed wearing a wire. The report, which Rosenstein denied, creates even greater uncertainty for him in his position at a time when Trump has lambasted Justice Department leadership and publicly humiliated both him and Attorney General Jeff Sessions.

McCabe has no knowledge of how the memos were made available, said his lawyer Michael Bromwich.

Mr. Rosenstein made these suggestions in the spring of 2017 when Mr. Trump's firing of James B. Comey as F.B.I. director plunged the White House into turmoil.

Rosenstein has been a frequent punching bag for Trump supporters for appointing Special Counsel Robert Mueller in May 2017 to take over a federal probe of suspected Russian meddling in the USA election and potential coordination between Moscow and the Trump campaign.
