The Trump administration has kept up sanctions pressure on the North, even as the USA seeks to negotiate on denuclearization.

The Security Council has remained united in imposing tougher and tougher sanctions on North Korea, but the differences over the experts' report mark a first dent in that unity.

The U.S. said that the companies targeted are also linked to the organizations involved in North's weapons program.

Thursday, September 13, the U.S. imposed new sanctions against the DPRK, under the restrictions were Russian and Chinese firms of cooperating with the North Korean regime.

The Treasury Department alleges that China Silver Star and Volasys Silver Star are run and staffed by North Korean executives and employees, with revenue going to the North Korean regime.

"We're disappointed in the panel for caving to Russian pressure and making changes to what should be an independent report", Haley added, noting that it was a "dangerous precedent".

Haley said Russian interference "sets an unacceptable precedent that damages the sanctity of the United Nations independent panel reporting process".

Speaking on condition of anonymity, one diplomat said the amended report removed some references to Russians accused of breaching North Korea sanctions.

The Russian mission to the United Nations and the chair of the independent panel of U.N. sanctions monitors did not immediately respond to requests for comment.

Treasury Secretary Steve Mnuchin said the sanctions were meant to stop the flow of illicit revenue to North Korea from overseas IT workers hiding behind front companies and aliases.

September 6, the US Treasury imposed sanctions against North Korean companies and citizens of the DPRK for conducting cyber attacks.
