Though it is likely to weaken from a super typhoon to a severe typhoon, it will still be packing sustained winds of 109 miles per hour, it said.

In all, almost 37 million people are estimated to be in Mangkhut's path. GDACS estimates that the typhoon will have a "high humanitarian impact" based on the high wind speeds and the exposed population located in vulnerable areas.

Hong Kong braced for heavy rain and wind as Typhoon Mangkhut barreled toward the city Sunday, regaining some strength after taking a powerful swipe at the Philippines a day prior that left at least 28 people dead.

Philippine officials said at least 12 people were killed as the massive storm ripped through the main island of Luzon, in the country's north. "His clear and concise marching order was 'Save lives, save lives, '" said Francis Tolentino, the government's disaster response coordinator and adviser to President Rodrigo Duterte, who was in his home city of Davao in the south.

Residents stand by a flooded road following the onslaught of Typhoon Mangkhut in Tuguegarao city in Cagayan province, northeastern Philippines, on September 15.

The Hong Kong government said Mangkhut will pose "a severe threat to the region" as many residents in the city and neighbouring Macau stocked up on food and supplies.

As of Thursday afternoon, Mangkhut was spotted 575 km east-northeast of the Philippines with winds reaching speeds up to 255 km/h.

Typhoon Mangkhut, known in the Philippines as Ompong, is the 15th storm to hit the Philippines this year.

Mangkhut, the Thai name for the mangosteen fruit of southeast Asia, was expected to skirt around 100km south of Hong Kong and veer westwards towards the Chinese coastline of Guangdong province, as well as the gambling hub of Macau straddling the Pearl River Delta.

There are immediate deaths reported but Defense Secretary Delfin Lorenzana says officials in northeastern Cagayan province where the typhoon slammed ashore before dawn are verifying the drownings of two children.

Posadas said an estimated 5.2 million people are in the path of Mangkhut, with 983,100 considered to be below poverty line or most vulnerable to the effects of the typhoon.

In the Manila suburban city of Pasig, the body of a teenage girl was recovered from under a bridge in the swollen Marikina River, police said.

The typhoon is approaching at the start of the rice and corn harvesting season in Cagayan, a major agricultural producer, and farmers were scrambling to save what they could of their crops, Mamba said.

Storm warnings remained in effect in 10 northern provinces, including Cagayan, which could still be lashed by devastating winds, forecasters said. The semiautonomous region is preparing for "fierce winds" and "intense" downpours as the storm moves west-northwest at roughly 8 miles per hour, according to the Hong Kong Observatory. "It has the strongest sustained wind (among the typhoons of this year)".

In Fujian province and elsewhere, tens of thousands of fishing boats returned to port and construction work came to a stop. Airlines such as its flagship carrier, Cathay Pacific, canceled many flights last week.

Like Robil, MU student Jay Encina is also from the Philippines and has experienced typhoons firsthand.
