Flooding and a strong storm surge prompted more than 90 calls to the emergency operation center in Craven County, N.C., for residents trapped in vehicles and homes, spokeswoman Amber Parker said.

Others were at home hoping for the best.

On the morning of September 14, the National Hurricane Centre warned that "catastrophic" flooding and "life-threatening" storm surges were expected to spread inland.

Florence is one of four named storms in the Atlantic.

He said "24 to 36 hours remain for significant threats" from heavy rain, storm surge and flooding.

"I had a lot of fear initially but I'm glad to be inside and safe", said Zelda Allen, 74, a retired tax accountant from Hampstead, North Carolina, who was riding out the storm at Wilmington's Hotel Ballast with her husband.

Its top sustained winds have dropped to 70 miles per hour (110 kph), and it's at a near standstill, moving west at just 3 miles per hour (6 kph).

The Hurricane Center forecasts that Florence will approach the coasts of North and SC later on Thursday, then move near or over the coast of southern North Carolina and eastern SC on Thursday night and Friday.

The center downgraded Florence to a Category 1 hurricane, but warned that it still carried "very unsafe winds". The storm continues to very slowly move west and inland, and will continue to impact the region through the weekend. "The storm is wreaking havoc on our state".

Right now, the National Oceanic and Atmospheric Administration's National Hurricane Center is predicting that Florence will become a tropical storm tomorrow (Sept. 15) over SC, continue northwest to eastern Kentucky, then swing northeast and track over most of New England early next week.

For people living inland in the Carolinas, the moment of maximum peril from flash flooding could arrive days later, because it takes time for rainwater to drain into rivers and for those streams to crest.

Preparing for the worst, about 9,700 National Guard troops and civilians were deployed with high-water vehicles, helicopters and boats that could be used to pluck people from the floodwaters.
