"Let's conclude a peace agreement, not now but by year's end without any preconditions", Putin said, with the audience breaking into applause.

Yoshihide Suga, Japan's chief cabinet secretary and top government spokesman, told a regular press briefing this week: "Our position that the Northern Territories issue is resolved before any peace treaty remains unchanged".

Russian President Vladimir Putin and China's Xi Jinping on Tuesday took a break from the heavy lifting of global diplomacy to toss pancakes on the sidelines of an economic forum.

A treaty without preconditions would leave Russian Federation in control of the disputed islands, which Russian Federation calls the Southern Kuriles and Japan calls the Northern Territories.

Russian President Vladimir Putin, sitting on a stage alongside Japanese Prime Minister Shinzo Abe, proposed on Wednesday (Sept 12) that the two men sign a peace treaty by the end of this year.

The Japanese prime minister said the two countries "have a duty to future generations". "We have been negotiating for 70 years", Putin said.

With kitchen aprons on, Putin and Xi fried traditional Russian pancakes - also known as bliny - and tried them with seafood delicacies including red and black caviar. "This stance hasn't changed".

Mulroney urges Ottawa to make a deal on NAFTA
President Trump has voiced his willingness to create a separate deal than the one made with Mexico. Under U.S. trade negotiating laws, a text for that agreement is due by October 1.

On Monday, Putin had seemed to pour cold water on suggestions that the dispute could be solved soon. "Putin does not expect anything", Kunadze told Echo of Moscow radio station.

Investors in the new entity include Russia's sovereign wealth fund, which is acquiring a 13% stake in the JV.

Both Moscow and Tokyo claim sovereignty over the islands, known in Russian Federation as the Kurile islands and in Japan as the Northern Territories.

He suggested Abe would never accept a deal that would be political suicide.

During Xi's visit, Xi and Putin charted the course for bilateral pragmatic cooperation in the next phase - strengthening the synergy of the Belt and Road Initiative and the Eurasian Economic Union, expanding cooperation in such fields as energy, agriculture, scientific and technological innovation and finance, promoting the steady implementation of major projects, and boosting joint research and development of cutting-edge science and technology.

After hours of talks, Putin brought Xi down to the Sea of Japan waterfront, where the presidents cooked up the blini at the "Far East Street" exhibit of the region's cultural and economic achievements.
