The storm's slowing forward movement and heavy rains had Gov. Roy Cooper warning of an impending disaster. Our commitment to delivering critical information to our viewers can, at times, put us in harm's way, particularly with major weather-related events.

Hurricane-force winds extend outward up to 80 miles (130 km) from the center and tropical-storm-force winds extend outward up to 195 miles (315 km). At around 3:30 p.m. Thursday, the electricity went out.

"I ask all Georgians to join me in praying for the safety of our people and all those in the path of Hurricane Florence", Deal said. Hurricanes feed off the heat in the warm surface of the ocean and typically lose power when they hit land.

Southeastern coastal North Carolina and far northeastern SC are expected to get pelted with 20 to 30 inches of rain, and some isolated spots may get up to 40 inches in 48 hours.

"From Wilmington to Charlotte, we'll experience between a 500-year and 1,000-year flood event", Trogdon warned in a late-morning briefing. The storm surge could rise up to 13 feet - that's water inundating homes up to the first-floor ceiling, the National Hurricane Center said.

In Morehead City, Jim Howell, 65, said he and his wife, Betsy, have lived through about 10 hurricanes, evacuating only once.

Jamie Thompson walks through flooded sections of East Front Street near Union Point Park in New Bern, N.C. Forecasters said conditions will deteriorate throughout Friday.

Spokesman Howard Fowler said restoration could take "weeks instead of days", even though 20,000 workers, including crews from outside the area, were standing by.

The center of Florence will approach the coasts of North and SC on Thursday, then move near or over the coast of southern North Carolina and eastern SC on Thursday night and Friday, the NHC added.

The Category 1 storm has maximum sustained winds of 90 miles per hour and is moving slowly, at 6 miles per hour.

Numerous communities throughout the region have issued either mandatory or voluntary evacuation orders.

"I've seen stronger winds for sure". And she has seen reports of people fleeing to rooftops to escape high floodwaters.

Russian Federation claims Syria rebels 'staging chemical attack'
An estimated 3mn people live in Idlib - the last major stronghold of active opposition to President Bashar al-Assad. The report said any military action would have to be approved by Chancellor Angela Merkel.

According to radar images as of 7 a.m., the storm's eye was drawing near the New Hanover-Pender County line. The agency adds that people trapped by flooding should "never enter attics or crawl spaces".

Forecasters say wind speeds have dropped from a high of 140 miles per hour (225 kph) to 110 miles per hour (175 kph), reducing it to a Category 2 storm.

Florence has been downgraded to a Category 1 storm, but it is still life-threatening and storm surge and flooding is expected for days to come. The National Hurricane Center's forecast is for Isaac "to gradually weaken over the next few days, and could degenerate into a tropical wave at anytime".

But forecasters say Florence's biggest threat, as with all hurricanes, lies in its water: a storm surge of up to 11 feet and rainfall that will trigger catastrophic flooding.

Florence's expected slowdown means a prolonged period near the coast, said the hurricane center's Joel Cline.

According to a report from the J.P. Morgan Chase Institute, extreme weather events like the one now battering the Carolinas and Virginia can have far-reaching effects on consumers' wallets, impacting their spending for months after the storm has cleared.

Rainfall totals of 2 to 4 inches with isolated amounts of 6 inches are forecast across southeastern Puerto Rico, while totals of 1 to 2 inches with maximum amounts of 3 inches are possible across the remainder of Puerto Rico and the U.S. Virgin Islands.

A disastrous amount of rain will exacerbate the storm surge.

Intensity: Florence came ashore with top winds of 145 kph, 178kph threshold for a "major" hurricane but still extremely risky. Thousands of soldiers from their National Guard forces have been mobilized. Cooper said he hopes more shelters will also open today.

By 2 p.m. Saturday, the storm won't even be halfway across SC, forecasters say.

Torrential rains brought about significant flooding in some areas, with the rains expected to continue over Oahu through Thursday.
