"Some say North Carolina is getting a break, but we are on the wrong side of this story", he said.

Up to 1.7 million people have been ordered to evacuate across South Carolina, North Carolina and Virginia.

Duke Energy said Florence, a Category 2 storm, could knock out electricity to three-quarters of its 4 million customers in the Carolinas, and outages could last for weeks.

"Little change in strength is expected before the center reaches the coast, with weakening expected after the center moves inland", the briefing said.

Forecasters said that Tropical Storm Isaac was now moving into the eastern Caribbean Sea and was located near 14.9N 61.8W or about 50 miles (75 km) southwest of Dominica at 11:00 a.m, with maximum sustained winds near 45 mph or 75 km/h.

Another video from NOAA's GOES-East weather satellite caught a different view of Hurricane Florence.
