The new law, along with an executive order Brown signed directing California to take as much carbon dioxide out of the air as it emits, represent the latest in a string of ambitious environmental initiatives as California seeks to fill a void left by President Donald Trump's decision to withdraw from the Paris climate accord and his efforts to boost the coal industry.

The passing of the legislation also comes as San Francisco this week hosts the Global Climate Action Summit, which was organized to encourage regional bodies to boost their own attempts to fight climate change where national governments have failed to act, according to The Sacramento Bee.

"Those who don't want it are going to be foisting very high prices on California, and I think there will be resistance to that", Brown said.

"SB 100 is the crowning achievement in Governor Brown's legacy of embracing clean energy and fighting climate change".

The California Energy Commission estimates that 32 percent of retail energy sales were powered by renewable sources past year. This is known as the California Renewable Portfolio Standard Program, and the goal for the use of renewable resources - such as wind and solar - had previously been set at 50 percent by the year 2030. Hawaii has adopted a similar goal.

State Sen. Kevin de León, D-Los Angeles, wrote the bill to push 100 percent green energy in the state.

And earlier this year, for one entire month, Portugal produced enough renewable energy to meet its entire electrical demand - although the country did rely on fossil fuels to balance out the periodic disconnect between supply and demand.

The nation's largest state now gets just over one-third of its energy from wind, solar or geothermal power, according to the U.S. Energy Information Administration. The remaining electricity came from non-renewable sources, including natural gas at 33 percent.

In 2017, California's zero-carbon sources - including nuclear, large hydroelectric and other renewable generation - accounted for more than 56 percent of total in-state generation of electricity.

Emissions are falling. Since 2004, as renewable energy has boomed, California's greenhouse gas emissions have dropped by 13 percent, even as the economy has grown by 26 percent over the same time.
