He also said he aimed to begin construction of an inter-Korean railway this year, proposing an East Asian railroad community by including the United States, China, Japan, Russia and Mongolia.

South Korean President Moon Jae-in delivers a speech during a ceremony to celebrate Korean Liberation Day, marking the 73rd anniversary of liberation from the Japanese colonial rule, in Seoul, Aug. 15, 2018.

The buildup to global multi-sports events such as these, on the peninsula at least, typically focuses on the level of cooperation between North and South Korea and whether sport can be used as a vehicle to bring them closer together.

Putin has been kept waiting for an answer after asking Kim to attend next month's economic forum in Vladivostok, but Pyongyang did confirm this week that South Korean President Moon Jae-in will visit the North Korean capital "within September".

He also said he wants to see groundbreaking ceremonies before the end of this year to establish road and rail links between the two Koreas, links that would cross what is now one of the world's most heavily militarized borders. At the Panmunjom summit, Kim also agreed to work toward the denuclearization of the Korean Peninsula.

The Kaesong complex was shut down in February 2016 by a former conservative government in response to North Korea's fourth nuclear test a month earlier.

Turkey says it will help firms hit by turmoil
The visit came hours after Brunson's lawyer appealed to a court for his release and for a travel ban against him to be lifted. Qatar's banking sector has considerable exposure to Turkey, whose currency has lost almost 40 percent this year.

He also lauded the June 12 Singapore summit of North Korean leader Kim Jong-un and U.S. President Donald Trump, saying the event was achieved "with the determination" of the two leaders to walk the "path of peace and prosperity together".

"Peace and prosperity of the Korean Peninsula depends on what we do". He added that the North must take strong actions toward denuclearization.

According to a KBS survey of more than 1,000 respondents in August, fewer South Koreans expressed hostility toward the North Korean government, and some even said they felt positive toward Pyongyang.

During their first summit in April, Moon and Kim agreed to seek a formal end to 1950-53 Korean War, which ended with a truce rather than a peace treaty, leaving the sides in a technical state of war. "Developments in inter-Korean relations are not the results coming from the side-effects of progress in the relationship between the North and the U.S".

The upbeat tone of Moon's Liberation Day speech envisioning potential economic benefits from a nuclear-free Korean Peninsula Wednesday was markedly different from last year's, when the United States and North Korea appeared on the brink of waging war with exchanges of bellicose rhetoric.
