President Trump will now head to the United Kingdom, where mass protests are expected to greet him as he arrives for his first visit to the country as president this afternoon.

Kerry said Trump "displayed a woeful ignorance of the work his predecessor's administration did to increase European defense spending", referring to former President Obama, under whom he worked.

Trump has quipped about the USA going it alone before, only to have the administration walk back his comments.

On Wednesday he told leaders behind closed doors that he wants them to spend 4 percent of GDP on defense, but not even the United States meets that target. He wrote letters to the leaders of Germany, Canada, and others in June, scolding them for not contributing enough to the joint military budget-and hinting that the alliance was not watertight.

Trump said he made his anger clear to allies on Wednesday.

"I let them know that I was extremely unhappy", he said, adding that it all worked out.

"All I can say is 'Did you?' and 'Don't do it again, '" he said. They're happy to do it.

"Fair burden-sharing underpins everything that we do".

Alliances and friendships are being sorely tested at the meeting of world leaders. "They're feeling a lot of pain right now". "I'm a very stable genius", he said. That would mark a significant milestone for the alliance. "And then numerous of the countries go out and make a pipeline deal with Russian Federation where they're paying billions of dollars into the coffers of Russian Federation", he said.

France now spends around 1.8% of GDP on defence. He said that two-thirds of the allied states had made plans to reach two per cent of GDP in 2024 and eight members had already achieved it.

Trump had taken an aggressive tone during the summit, questioning the value of an alliance that has defined decades of American foreign policy, torching an ally and proposing a massive increase in European defence spending.

The size of a nation's particular GDP is irrelevant, she argued, and warned Europe that following the wasteful habits that Trump has embraced in the USA could be a recipe for disaster.

Germany, one of America's closest allies, is doubling its energy imports from Russia's Gazprom just as the US continues to spend billions of dollars to protect Germany and the rest of Europe from Russian Federation.

Still, Trump has been more conciliatory behind the scenes, including at a leaders' dinner Wednesday.
