Despite the usual predictions of her demise, Angela Merkel is still standing-albeit weaker than ever before after a face-off with her nemesis, interior minister Horst Seehofer.

Both sides hammered out "a truly good compromise ... after a tough struggle and hard days", Merkel said, describing the holding and processing centres.

A sharply weaker euro was an indication that the market was not very hopeful that an exit by Seehofer could be avoided‚ placing Merkel's three-month old - and carefully constructed - coalition in jeopardy.

Merkel, however, rejected a key provision: turning back at the border all migrants previously registered in another European Union country as a unilateral act that would come at the expense of other member states.

The CSU's showdown with Merkel comes as it faces an October state election in Bavaria in which it fears losing its cherished absolute majority.

Following marathon talks at the Brussels summer summit, European leaders eventually reached a compromise on migration in the early hours of Friday.

Seehofer, who is also German interior minister and wanted tighter national border controls, had threatened to resign, then delayed a decision and now says he will remain in the cabinet.

However, according to das Bild, Seehofer called the meeting on Saturday evening an "ineffective conversation".

Seehofer had initially proposed an immediate rejection of immigrants who have been registered in other European Union countries but later agreed to a phased implementation of the plan, contradicting Merkel's stance on the matter.

After half a year of coalition building, Seehofer, having been ousted by ambitious rival Markus Soeder as Bavarian state premier, returned to Berlin, where he previously held ministerial posts, to rejoin Merkel's cabinet.

At the national level, Merkel also proposed that migrants arriving in Germany who first registered in another European Union country should be placed in special "admissions centers" under restrictive conditions, according to a document she sent to the CSU and the Socialists.

If the CSU were to pull out of their alliance, Mrs. Merkel's party and her partners in the governing coalition, the center-left Social Democrats, wouldn't have enough votes to pass legislation, putting her government at risk.

"We have many open questions", said Nahles, whose lawmakers discussed the deal on Tuesday.

Over her 13-year tenure, Ms. Merkel has consistently tacked to the political center, often to the discomfort of her more conservative Bavarian allies. "We want a humanitarian, but also realistic, migration policy", she told a news conference.

If the Juncker-approved German deal goes ahead and Austria follows suit that is likely to prompt an even harder line on migration in Italy, which already begun refusing to take in migrant boats under its new government.
