Considered must-pass legislation, the fiscal 2019 Senate version of the NDAA authorizes $639 billion in base defense spending, for such things as buying weapons, ships and aircraft and paying the troops, with an additional $69 billion to fund ongoing conflicts.

"It is vital that our colleagues in the House keep this bipartisan provision in the bill as it heads towards a conference", the statement added. The legislation was passed with 85-10 votes, marking one of a handful of times the Republican-controlled Senate has deviated from a Trump policy.

ZTE's plight began in April when the US Department of Commerce imposed a seven-year ban on American companies doing business with the Chinese phonemaker after it exported telecoms equipment to Iran and North Korea. Instead of disciplining all employees involved, ZTE had paid some of them full bonuses and then lied about it, Commerce said.

Under the new provision, the administration would have to certify that ZTE and other Chinese telecoms haven't violated any law in the USA for a year and have been cooperating with authorities. The company quickly announced that it was halting operations.

Senate Intelligence Committee Vice Chairman Mark Warner also tweeted that the Senate had "blocked" the Trump administration from making a "bad deal with ZTE".

Acacia has been the hardest hit among suppliers since ZTE was slapped with a seven-year ban barring US suppliers selling to it after it broke an agreement to discipline executives who conspired to evade USA sanctions on Iran and North Korea.

Trump plans to meet with Republican lawmakers on Wednesday to persuade them to remove the ZTE language during the reconciliation phase.

Other leaders in the defense industry from across Arizona also praised the bill's passage. Cornyn and other GOP senators, including Lindsey Graham of SC, are expected to attend. The bill will now need to be reconciled with a House version - where the amendment could be stripped out - voted through both the House and the Senate, and signed into law by Trump.

"Unfortunately, that's exactly what this bill would do by removing congressional oversight for building future nuclear weapons", Feinstein said.
