There aren't too many major changes in this one as far as function and features are concerned, with the biggest change being a fix for the bootloader security issue. It is also coming with all the features of the v5.1.7. The company in its blog post said that the OxygenOS 5.1.6 update had caused stability issues for users in India, and that the update rollout had been paused.

Meanwhile, OnePlus 6 owners in the rest of world are advised to update their device to the OxygenOS 5.1.7 as early as possible.

The update is rolling out incrementally, as is the custom for OnePlus, and should reach you within the next few days. They stated that OxygenOS 5.1.8 will be available next week to address those issues which will also include the contents of version 5.1.7.
