"It's heavy rainfall on the entire coast", he said. "Rainfall amounts of 5 to 8 inches, and possibly locally up to double these amounts are possible in this area with this event", the NWS said.

Authorities say conditions are especially unsafe with flooding rains coming overnight and on a holiday weekend when many people have outdoor plans. A tropical storm warning has been issued for the Dry Tortugas.

Jeffrey Medlin, meteorologist in charge in Mobile, says even after the storm moves north there will still be swells coming up from the south. The NWS said a flash flood watch would be in effect from Saturday evening through Tuesday evening for southeastern MS, much of southern Alabama, and the western Florida Panhandle.

Alberto - the first named storm of the 2018 hurricane season that officially starts June 1 - is expected to strengthen until it reaches the northern Gulf Coast, likely on Monday night.

National Hurricane Center forecasters said that as of 11 a.m., the storm was about 130 miles (210 kilometers) southwest of Tampa. "Hazardous storm surge is possible along portions of the central and eastern Gulf Coast beginning Sunday".

The new forecast track centers landfall in the Florida panhandle. "We're talking eight to 12 inches of rain this weekend, and storm surges on the Gulf Coast".

The slow-moving storm is expected to slam the Gulf Coast over the holiday weekend with heavy downpours of 10 to 15 inches in parts of Florida, Louisiana, Mississippi, Alabama and Tennessee.

Regardless of its path and intensity, Alberto expected to bring heavy rains of more than 10 inches and flash flooding to western Cuba and southern Florida, the National Hurricane Center said.

Gov. Phil Bryant signed a proclamation Saturday morning declaring a state of emergency ahead of Alberto's landfall.

A tropical storm watch is in effect for parts of MS and Alabama, meaning the conditions for a full storm are possible in the next 48 hours.

At 11 p.m. EDT Saturday, the National Hurricane Center in Miami said Alberto was about 400 miles (645 kilometers) south of Apalachicola, Florida, and moving north-northeast at 13 mph (20 kph).

His Mississippi and Alabama counterparts also declared states of emergency, citing the threat of coastal and inland flooding from storm rains.
