"We're excited because [the new building standards] continue to help California move towards more renewable energy", Pierre Delforge, director of energy efficiency, energy, and transportation for the National Resource Defense Council says, noting that the new code also includes regulations for doors, windows, and insulation that will help reduce carbon emissions.

The energy commission's Beck says the solar mandate will add about $40 a month to the average monthly mortgage payment.

While California will become the first state with a solar requirement, several of its cities have already enacted similar laws. "All Californians want cleaner air and lower greenhouse gas emissions. It is my hope and belief that when other states, many of which are developing rapidly growing solar markets of their own, see the benefits of this policy, they will develop similarly aggressive policies". San Francisco became the first major USA city in 2017 to require builders to install solar panels on at least 15 percent of new homes and buildings.

It needs final approval from California's Building Standards Commission, which typically adopts the energy panel's recommendations when updating the state's building codes.

Net metering allows consumers with solar panels to get credit for the electricity they produce, lowering their utility bills.

The commission estimates solar panels would boost construction costs for a single-family home by roughly $10,000.

The commission estimates the solar mandate will add an average of about $9,500 to the upfront cost of single-family houses but result in about $19,000 in energy savings over a 30-year period. 1 solar market in the USA, with more than 5 million homes powered by solar and more than 15% of its electricity generated by solar, according to the Solar Energy Industries Association, an industry group. It came despite estimates it would raise the up-front cost of a new home by almost $10,000 in one of the most expensive parts of the country.

While the new standards were praised by environmentalists, detractors point out that California is already dealing with a historic housing shortage.

San Diego Gas & Electric said it supports the growth of solar energy, but warned that customers without panels should not face higher electricity costs.

California, the most populous state, with almost 40 million people, has positioned itself as the nationwide leader on clean energy, pushing for more electric vehicles on the roads and lower emissions from homes and commercial buildings.
