Russian Federation and Syria also clashed with the three Western allies over the legality of the airstrikes and responsibility for the Security Council's paralysis.

Late Friday night, the U.S. President Donald Trump announced that the U.S., United Kingdom and France jointly launched strikes targeting the Assad regime's chemical weapons capabilities after a suspected chemical attack killed dozens outside of Damascus. Russian Federation said that the Western powers "cynically" carried out military action hours before a team from the Organisation for the Prohibition of Chemical Weapons was set to begin an investigation into the suspected chemical weapons attack in the town of Douma in Eastern Ghouta that sparked the intervention by the USA and its allies.

USA TODAY will provide live coverage for this event.

"We warned about this long ago", he said. The government, however, said evacuations from Douma were ongoing and no Syrian government forces had entered the town.

"It's.highly likely an attempt to create complications for the Organization for the Prohibition of Chemical Weapons (OPCW) mission which was just starting its work in Syria's Douma, or an attempt to completely derail it", Interfax quoted Kosachev as saying.

The Turkish leader also said he sent video recordings concerning the "painful and disastrous scenes" in eastern Ghouta and Douma to Putin through an envoy of the Russian leader.

The inspectors were due to attempt to visit the Douma site.

Shares of Kinder Morgan Canada held their gains following news of the Sunday meeting and closed up 5.5 percent at C$17.50. She said the federal government should use "every tool in its toolbox" to make sure the project goes through.

President Bashar al-Assad's government - which receives military backing from Russian Federation - has denied involvement in any chemical attack, calling the reports "fabricated".

Turkish Prime Minister Binali Yildirim says the use of chemical weapon against civilians in a Damascus suburb is "unforgivable" but says Turkey is urging all sides to refrain from actions that will cause further turmoil in Syria. He was referring to the three countries' efforts to reduce violence in Syria.

The call for action comes after a suspected chemical attack on the rebel-held town of Douma on Saturday, which killed dozens of people, according to opposition activists, rescue workers and medics. The Syrian government has denied the allegations.

Is there proof of the recent "chemical attack"?

He says Moscow has "irrefutable information that it was another fabrication". The Russian military said its chemical experts visited Douma shortly after the alleged attack and found no trace of chemical agents in ground samples.

But Mr Lavrov failed to mention the country he alleges is spearheading a Russo-phobic campaign with the "fabrication".

Speaking to reporters in Moscow, Lavrov reiterated a strong warning to the West against military action in Syria. He didn't elaborate or name the state.
